This bug reproduced for such elements as: partner link, all handlers, onEvent, 
onAlarm, Catch, CatchAll, ElseIf section of If element (all buttons: 'Move 
Left', 'Move Right', 'Delete').

Steps to reproduce:
- Create Synchronous sample project.
- Open bpel diagram.
- Select partner link element on diagram and notice that diagram 
button 'Delete' appears (near partner link element).
- Drag-n-drop partner link element on diagram.
- Notice that diagram button 'Delete' disappears.

code responsible for showing buttons on diagram re-written completely since 
the times that bug was filed. Now DnD opearations are not resulting in 
problems with diasparing buttons.
