Description:
Tested with TPR2 build
Dragging process wsdl file from tree to diagram does not always create partner link.
This depends somehow on the wsdl contents. The attached wsdl is a sample of such
wsdl.

If the dragged wsdl does not contain a partner link type definition then no
partner link can be created.

Now an import should be created, but user will only see this in the navigator.
There is no visibiity in the diagram.

We may want to add some feedback to user in such cases. Currently we have not
designed anything so it may need to wait.

This is intended behavior.  If wsdl contains no PLTs, "add import" will be 
shown and new import element will be created as a result of DnD operation. 

Otherwise, new PL should be added and "Edit Partnerlink" dialog should be 
shown, allowing user to specify roles for new PL.
