Provide api's for branding the welcome screen:
1. A generic api for a new design of the current welcome screen. (for developers
that like to have their own style of welcome screen and don't want to use the
structure of the current welcome screen)
2. Set of ap'is for changing the current welcome screen ( for developers who
would like to keep the current structure of the welcome screen, but will change
the colors , the logos, the labels, and the content of the links).

Most of the content is already customizable using resource bundle branding.

But in general we don't want any public API for welcome page as its content/layout/structure may change significantly between releases.
