Description:

Steps to reproduce :
- Create new SOA project
- Right click on Source Packages -> New -> BPEL Process

Observation:

"java.util.MissingResourceException: Can't find bundle for base name 
org/netbeans/modules/bpel/dataobject/wizard/Bundle, locale en_US" exception 
was thrown and unable to create second BPEL file from ide.

Note :

BPEL and WSDL files are creating without any problem while creating new SOA 
project, but not able to create one more BPEL process for the same project.
