Description:

Steps to reproduce :
1. Create BPEL project using the attached wsdl and BPEL
2. Drag & Drop Receive, Reply, Assign activities
3. Drag & drop PartnerLink Type activity.
4. Edit the receive activity properties and select the WSDL,Operation,input 
variable.
5. Don't change the CreateInstance property (default value is N/A) and click 
on "Validate XML" option from right click menu of bpel file.

Observation:

Validate XML is not throwing any error message,but error message was thrown 
while building the project. 

Note : Validate Option in wsdl editor is doing symantic validation. Same 
functionality is expecting in BPEL validator.
