ACTION: Set Security Binding = Asymmetric,
        Initiator token = Issued
        Include Token in Message = Always to Recipient
        Enter a text value for Issuer URI. Click Save. Close tabs and re-enter.   
        Expand nodes to view Issuer URI.

EXPECTED: Issuer URI should be saved to wsit.xml and visible on re-entry.

ACTUAL: Field blank and no entry in wsit.xml

Fixed in 2.2 already
