The bpel editor seems to prepend a ? character when externally editing the bpel 
code with an editor such as Ultraedit.  The ? appears as a dot in the bpel 
editor.  Error is caught during compile of bpel

I think this is not a bug. For me it looks like issues in external editor
not in BPEL editor of NB Ent Pack.
If you think this is really a bug please provide more exact steps:
1) open IDE
2) open BPEL project
3) save BPEL file
4) ...
