NetBeans 5.5 Beta2 can create Persistence objects from database if a user has 
table creation privilege but NetBeans can not create persistence object if a 
user does not have table creation privilege in Oracle. The Entity Classes from 
Database is pretty much related with reverse engineering from existing tables 
and the NetBeans must allow to create persistence objects even though a user 
does not have table creation privilege

Sorry, but I don't see how NetBeans could create database objects if the
database server disallows the creation of these objects. And anyway, it's not
NetBeans creating the tables, but the persistence provider (I suppose you mean
the "create tables on deployment" feature), so the issue (if there really is
any) probably belongs to TopLink.
