Tools->Options->Editor code folding/completion check boxes
  are checked when Language model is turned off in
  Tools->Module Manager->C/C++

This bug should be fixed by CND1 FCS.

To be precise about this bug:
The check boxes should be consistent for
Tools->Module manager and 
Tools->Options->Editor->General-> Code folding/completion

This settings (Tools->Options->Editor->General-> Code folding/completion) is not
C/C++ specific.
So, switching off CND (Tools->Module manager) should not affect this options
(they are used by Java, XML, HTML, ...)
Could you, please, clarify the problem
