The handling of breakpoint and process-suspension state needs to be moved out of
the debugger plugin (debuggerse) and into the BPEL runtime engine (bpelse). This
means that the bpelse will not handle breakpoints instead of the client.

Irrelevant at this point. Approach to tracing/debugging must be rethought
completely after 6.1.
