corrected summary.
ran attached ear through the command line verifier for 8.2 pe, 8.2 ee and GF V1U1. Both of the 8.2 verifiers displayed the behavior documented here. GF verifier displayed no errors. Most likely a bug in the 8.2 verifier, which is doing all the really heavy lifting. The archive project cannot make an unverifiable archive verify.
