Impossible to customize documentation text by keyboard using the features of the
Documentation window .

keyboard shortcuts are available for all corresponding toolbar buttons and are
working properly. However, tab traversal on toolbar buttons is still nice to
have, so I'm making this a low priority issue.

According to A11Y, you do not have to have tab to the toolbar items.  You just
have to be able to execute the actions via keystroke.  Since that is possible, I
am going to close this issue.
