There are no way to edit BPEL diagram without mouse: User cannot add activity items to diagram from palette using keyboard User cannot select diagram elements and invoke context command for them.
And how does this compare to Mobility diagram and UML diagram usage?
As we understand things, there is no need to provide non-mouse manipulation of the diagram view, because there is a fully synchronized text editor view. The user can edit the bpel source text and the modifications to the bpel source are immediately reflected in the diagram. It is our understanding that this is sufficient and this is the solution arrived at by the Java Studio Creator product. Not sure whether this resolution should be "wontfix", invalid or, later.
Well, I'm not sure if this should be closed yet, because being able to work in the bpel source text is just a workaround to this main problem. How does this compare to UML? UML has the same issue which has to be addressed without exception. I wanted to re-open this for now until it's resolved.

Sure, here it is. I'm asking for waiving of this bug as high-end accessibility was not designed into the product, it wasn't designed into any of its (NetBeans and NB EP) features neither. The level how this feature deals with accessibility is comparable to the level of other features. Besides this, there always exists a low level accessible scenario (going to source, for example).

Is this issue still INCOMPLETE?
This issue depends on a different one (a generic NetBeans issue #78162) - on MacOS there is a problem with Alt+Shift+Left | Right to navigate between the views. There is a workaround for that generic issue. Go to main menu View > Editors and pick Source or Design. Note that shortcuts can be used to speed that up a bit. Due to the combination of the factors that constrain the size of the affected user base - A11Y and MacOS - I think the original issue could be waived.
Is this issue (No way to edit BPEL diagram without mouse) MacOS-specific? It's Platform and OS are currently PC and Windows XP.
The issue was more severe on MacOS due to #78162; but that has been fixed. Now the issue is equal on all platforms.
The workaround mentioned in 78162. This is verified by BPEL QE team. Hence the priority of this bug is changed to P3

In general this bug can be closed when 87873 is implemented. when 78162 works on Mac.

So as all dependencies had been fixed this is fixed too. ! the 94121 was fixed in release551 branch.
78162 is reopened. NetBeans IDE Dev (Build 200705300000) For MacOsX I reopen it too.
