Steps to reproduce:
- Create 2 partner links with the same name.
- Wait a few seconds while validator starts.
- Notice that only one patner link marked with error.

This is semantic validator problem.
I assign this to myself.
Will fix this problem.

I have fix locally.
This fix is part of droping semantic validator from source code.
All functionality that was not implemented in other validators was moved 
into static validator out of semantic.
So there is not sense for existance of semantic validator.
I will commit changes if I will not get objections.

Semanic validator is removed.
