Sometimes additional messages should be added above existed of lifeline posion should be corrected, but it's imposible after connecting lifeline with another lifeline by messages. there was a workaround in pprev release to resize lifeline from top coner, now it's impossible
This is working as designed. To add messages on the top, You can move the existing messages down to create space on the top, and then add the new ones on the top.
I can't agree with bad design and in my opinion bad design is a bug, because if we have one lifeline we can move it easily but if several we should move all lifelines and may lose layout or have to move them one by one. At least it's a usability issue(may be P3) if we forget about another issue: expanding message blue area and absents of ability to resize this area (I don't know if this issue is filed, I'm going to file if isn't filed yet) and second one if we'll forget about final adjustment on diagram because users may do a draft on first step and may want to adjust vertical alignments on final steps, I see no workaround for this case.

Targeted in drawing area redesign.
Restoring original priority and using the standard NB waiver process.
Diagram area bugs waived for 6.0 will also be waived for 6.1.
design was changed, all lifelines are aligned at the same level now and can't be moved up-down regardless of existed or absent messages, also bumping at least now do not stick execution specifications if need to move messages down, currently in migration to trunk state
