i do not see any attachment. And if problem is in wsdl it should be filed for
XML : wsdl subcomponent.

Can't reproduce this with a generic WSDL
Need the specific WSDL

Need WSDL file to reproduce the bug. Could not reproduce with my own WSDLs

Removed INCOMPLETE keyword. Bug is resolved as Invalid.
