You open the JavaHelp help sey wizard by right-clicking a module project,
choosing New File/Folder and selecting JavaHelp help set from the NetBeans
Plug-in Module category.

From UI, I think "NetBeans Plug-in Module" should be "NetBeans Module
Development". Please confirm.

Fixed the problem by correcting the help topic.
