Reproducible with NB build 20060921 and uml builb 20060927.

1) start NB5.5 without installed uml pack.
2) install uml module using update center:
   - download zip with uml nbms
   - unzip it
   - open update center
   - select 'Install manually downloaded modules'
   - add nbms and install them. DO NOT select 'Global' checkboxes on 'View
Sertificated and install Modules' step.
   - press Finish.
   - wait NetBeans Updater to finish (it's progress window is opened in the
behind the IDE)
3) In main menu toolbar open 'Window' menu.
4) Slide with a mouse pointer from the top to the bottom of menu.
Blue Selection will follow the pointer.
But after 'UML Modeling' Blue selection will stop on 'Debugging' menu item.
User can't select Menu items lower then 'Debugging'.
And after moving mouse pointer upper then 'UML Modeling' lower items will disappear.

Problem is reproducible for first opening of 'Windows menu item' in current IDE
session. If you open menu again, it will work correctly until ide restart.

This is no longer an issue after new NB menu re-arrangement, starting from NB6.0 M10, UML menu 
items (design center and documentation) are placed under Windows -> Other

No longer reproducible in recent builds.
