Should have the ability to Shutdown a SE or BC without Stopping

When accessing JBI components in the Runtime tab of NetBeans, all the installed
SEs and BCs show up. If user wants to un-install a SE or BC, user has to go
through the Stop - Shutdown - UnInstall routine because until the component is
Stopped, the Shutdown option is not available, and until the component is not
shut down, the un-install option is not available. We should provide the
Shutdown the un-Install options, and behind the scenes do the
Stop-Shutdown-UnInstall if the users wants to UnInstall the component.
