Navigate Link cursor is replaced by 'select' cursor after right-click on empty
diagram space, while actually tool is still active.

steps to reproduce:
- create uml project.
- create class diagram
- add two classes to diagram and link beetwen them.
- select 'Navigate Link' tool from diagram toolbar
- right click in diagram empty space.
BUG: 'Navigate Link' cursor is replaced by 'Select' cursor.
If no, repeat right-clicking.

- left-click on link on diagram.
you will see that 'Navigate Link' is still active.

related issue 86923 - Navigate Link tool should be disabled by rigth clicking on
diagram

Please note, in 6.5 drawing area design, right click does not cancel current tool state, only 'Esc' does.
