DESCRIPTION OF PROBLEM

When the Pan icon is selected and dragged over the transitaion images, it works
only once, thenafter again pan should be chosen to pan the image.
ERROR MESSAGES

1. open any UML project.
2. Click pan tool(Hand tool)
WORKAROUNDS
-------------------
Pan tool must work as long any other tool is selected or pan tool is disabled.

Evaluation:
made changes to hold pan state until 'Esc' or right click is received

Evaluation (Entry 2):
Coco build 20060911.
The bug is fixed on Windows XP.
Only one minor issue is that pan state is not switched off when 
right click is received on Linux Fedore Core 3.

see issue 78293. Right click is not used to switch the state now.
