Region rows or columns can be added using keyboard shortcuts but once they are
added, it's not possible to select individual row or column regions to rename or
perform other actions.

similar to issue 83194 but decided to file as a separate issue since this is a
different element in state diagram.

Fixed. Added getNumSelectableCompartments, and getSelectableCompartment(index)
to ETStateDrawEngine apart from changing the getVisibleCompartment to
getSelectableCompartment
