model tree filter dialog has incorrect nodes height.

In some windows schemas(default XP) or if IDE is started with larger font,
only top part of checkbox, element icon or element name is shown.

fix should be verified in projects and in design center
if design center will have separate issue, new issue will be filed

largest font size that can be used without issue is 16
