As reported by Irina Filippova, Rudolf Balada and Maria Davydova. Sometimes
installer hangs while downloading something, be it configuration logic (small
size) or installation data (larger size).

The UI is not frozen at these moments, thus it is possible to cancel the
installation and restart it. The engine should handle these situations more
correctly by specifying a timeout or a maximum number of errors per download.

1) now under progress bar verbose information about what happens with pumping,
offcouse if this progress was given to downloader.
2) so now if some thing wrong during downloading it trys 15 attempts with
interval 5 sec.
