Steps to reproduce:
 - move mouse over an activity
 - tooltip will appear
Now, wherever you move the mouse the tooltip will be present. User has to click
mouse to hide tooltip

This behavior is not a standard tooltip behavior. Tooltip should appear only
when the mouse pointer is hanging for some time over an activity and should
disappear when the pointer leaves activity area.
And tooltip should definitely disappear when mouse is moved out of the process
on the diagram

This is a usability issue

After looking at some other Swing components the current behavior seems to be
consistent. But we still need to hide the tooltip when user moves pointer out of
the process area (somewhere to the empty diagram)

Verified on NetBeans IDE 6.0 Preview (M9, build 070502) and Windows XP version 
5.1 running on x86
