repro steps:
- create a state diagram
- create and name a Composite State element on the diagram
- add and name a few region columns or region rows on the Composite State
element by right-clicking on the element and select Regions->Add Region Column
to Right (or Add Region Row to Bottom) a few times
- select the Composite State element
- press Shift-RightArrow to traverse to a region column or row
- press Shift-F10 to bring up the context menu
- select Regions->Delete this Region Column or Row
Result: the selected region column or row isnot deleted

Workaround:
- navigate to the region column or row to be deleted
- press Shift-F10 to bring up the context menu
- select Delete from the menu
- select Yes from the confirmation dialog
