Create new WebApplication
Create new tag file
type:
<%  | %>
press Ctrl+Space at possition of "|"
"no suggestion" is shown

remark: it works well in jsp file

Fixed. Checking in layer.xml;
/cvs/web/jspsyntax/src/org/netbeans/modules/web/core/syntax/resources/layer.xml,v  <--  layer.xml
