Install bundle, start IDE, stop IDE. Then go to uninstaller and start
uninstalling process. Uninstaller will report about running IDE. See attachment.

Fixed.
Now lock is searched only in the netbeans userdir defined in the specific etc/
netbeans.conf. The previous search in the entire ~/.netbeans directory has been 
removed.
Please note that this lock can still exist if netbeans IDE was manually killed 
by user or just crashed. If the lock still exist after normal IDE exit then 
please file an issue against ide itself.
