Sometimes the Inspector isn't populated. For example, if a form is selected in
Projects but it is not open in the editor.

This was probably of P4 or P5 scope in the past, but now that we rely on the
Inspector to access the Layout Generation Style property (which is something
that a person might want to change at a time when they are not actively
designing the form), I think it is a bigger (and potentially aggravating problem).

Or maybe the problem is that the Layout Generation Style option needs to be
located in a different place?

The Inspector window is populated only for open forms. That's why the window is 
opened when a form is opened and closed when the form is closed.

I am not able to reproduce this issue for open forms => closing as WORKSFORME. 
Feel free to reopen the issue if you are able to provide a reproducible test 
case (for open forms).
