User is unable to open the Admin Console via the 'View Admin Console' from 
NetBeans IDE (under 'Runtime' -> right click on Sun App Server -> 'View Admin 
Console'). 
The following IO Exception was encountered:
 "java.io.IOException: Failed to open http://localhost:4848. Error message: The 
system cannot find the file specified."

Workaround:  User can however, open the Admin Console manually by:
 1) Open IE
 2) Use the URL:  
       http://localhost:4848 (or the appropriate port for the server)
    to open the Admin Console.

Which release of Windows are you testing on?
  Please set the value for platform and OS...

What is your default system browser?

Unable to reproduce this issue.

Information requested by Vince has not yet been provided.
Will wait another week and close as works for me.
