Steps to Reproduce:
Start NetBeans
Set it to not display the welcome screen
Exit NetBeans
Start NetBeans
Help | Welcome Screen

I'm not able to reproduce it on actual build of NB 5.5 (200704020000).

I discovered that the repro is rather involved.

1. Start NetBeans with the settings set up such that it shows the Welcome page
2. Uncheck the "Show on Startup"
3. Exit NetBeans
4. Start NetBeans
5. Help | Welcome Screen
6. If NetBeans does not show the blinking red circle, then check the box 
for "Show on Startup," exit NetBeans, and start from step 1 again.

If you still have trouble reproducing the bug, I'm willing to try downloading 
the NetBeans source to track down more details and (hopefully) an easier way 
to reproduce the bug.
