Create second category deform Component Palette. Second created category is
taller by 10 pixels - inexact value.

Steps to reproduce:
1. create new category e.g. Category1
2. create second category e.g. Category2

Component Palette "expand".

If you remove second category, Component Palette modify to original size.

This means , that if number of categories is upper than 6, Component Palette
"expand".

Simple fix applied, seems to work. Maybe it could be done better...
In dev trunk and release32 branch.

Reopen:

Addition more categories deform Component Palette and you cann't see beans on
selected tab.

#9971 & #9770 were fixed together. Due to deformation of tabbedArea was 
necessary to set it's height explicitely. Minimum width of tabbedArea was set 
to the width of maximal tab, so all tabs are visible when draging palette to 
the right and beans are visible.
