Steps:
- Push "Tools|Options" menu item
- Select "C/C++" category and "Build Tools" tab
- Select first item in "Current Path" listbox
- Press "Down" button
==> The first line has moved on the second line, but focus has remained on the
first line
- Press "Down" button again
==> First and second items returned on old positions

I have same behavior with "Up" button
