when a table is created in the writer it is possible to change it's columns' 
size by moving mouse over vertical lines and dragging them around. also in the 
horizontal ruler there is a handle that shows column separating lines and it is 
possible to alter table by dragging these lines.
the same thing is not possible with rows - moving mouse over horizontal lines 
doesn't change cursor to arrows. and in vertical ruler there are no handles to 
change the row size.

This ism a DUP of issue 14335 (pls. read comments), which itself is a
DUP of issue 1752.
