It seems you can use the mouse to drag adjust the width of columns, but to
adjust the height of rows you must use Alt-arrow key. It would be nice to be
able to adjust the row height via the mouse. (Also observed with 1.0.1 under
Windows XP)

So it is, I also see that with 1.0.3. WIN98

This is a known limitation of OOo.

OOo 2.0 will have a table redesign.
