[Steps]
1. Create a Writer doc.
2. Type some words, select them and add a format on, e.g., Heading 1.
3. Press the "Bullets On/Off" button on the formatting toolbar.
4. Press the "Numbering On/Off" button on the formatting toolbar.
5. Operate step 3 again.

[Result]
In step 4, the "Numbering On/Off" button has no effect.
In step 5, after press "Bullets On/Off" button, a Numbering added to the paragraph.

[Additions]
It seems like the Bullets override the Numbering effect. It only happens when
the text has been formatted.

Moreover, setting "Bullets and Numbering" to a paragraph, and then applying the
"Heading X" Style to it, leads to losing of the "Bullets and Numbering" setting.

MRU->OD: if bullets are assigned to a Heading paragraph, these cannot be changed
into numbers via button - via dialog, this works, but has no effect on outline
style. 

MRU->doze_worm: regarding your comment 
   Moreover, setting "Bullets and Numbering" to a paragraph, and then applying the

This is intended, see issue 62675 for further information.

No problem testing AOO 4.1.1 on Linux.

Another stale issue, I think.

Reset the assignee to the default "issues@openoffice.apache.org".
