Currently the workspace ini file used by setsolar as a rule is named
's<workspacename>.ini'. That naming scheme comes from former times where all ini
files where located at one central directory and is not necessary any more (*).
Today each workspace contains it's very own ini file in 'solenv/config'. Having
one standard file name versioned just by SCM instead of different files would
have the big advantage that changes to the ini file made on a CWS based on
workspace A would apply when integrating that CWS or it's clone to workspace B.

(*) Note: it has to be assured that we do not use any old tooling relying on
having all ini files at one central location (' /so/env/b_server/config',
localini). See f.e. internal issue 139991.
