Scrolling with the mouse or scrollbar through different pages, the vertical
ruler do not show until you click in the page. Using keyboard, the vertical
ruler shows but with a little delay.

Hm, it was once implemented as a "Feature" if I remember correctly...
The vertical ruler will only be shown for the page where the cursor is located on.

MRU->OS: may it be possible once to have a kind of "inactive" (gray) ruler for
the other pages when scrolling through a document?

This not a special feature. The ruler shows the current page. This is the one
where the selection/cursor is located. While scrolling with the scrollbar the
selection doesn't change.

The behavior has never been defined, is "state of the art" since the beginning
of StarOffice days...
