Can reproduce it in OOo310m11 on WinXP and 

How to reproduce it
1 Create a new Impress or Drawing doc
2 New a Text or apply any Layouts (like Title,Text) in a presentation, input
  several paragraphs in the text box
3 Select all of paragraphs in the text box, Format - Bulletes and Numbering to
  open Bulletes and Numbering dialog, switch to Numbering Type, then choose any
  type except 1.2.3. and A.B.C., E.G. choose 一〠二ã€...
4 Save the doc and Reload it.

Result
Numbering like 一〠二ã€... becomes Bullets â—，â—，...

Expectation
Keep the Numbering type

It's a problem in OOo Chinese or CJK builder, pls check it again.  ^_^

Version changed.
The used screenshot is from a chinese OOo version. Does your dialog look like
the screenshot?

If check it in OOo310m11 on English Fedora, the attachment is the same as your's.
In this way, it is related with OS. 
The second attachment is from OS-ZH, pls check it.

But this is not an official OOo version you are using? I used an official one
and the screenshot looks quite different. If there are problems with a version
from another source we cannot do anything about it, sorry.

my OOo version is a real OOo310m11-ZH, I have download it from mirro link.

Because your OS is not Chinese version, so I doubt this issue is relate with OS
version. Do you understand? If not, let's talk it via IRC.

Indeed, real OOo, not other application.
