The first outline level is missing when importing .DOC file.

I confirm the problem : the paragraph formatted as heading1 is not numbered in
OOo but it is in MS Word Viewer 2003 under Wine on Ubuntu 8.04.

reproduced in DEV300m49.
no regression found - also occurs in OOo 2.0
setting target to OOo 3.x

reproducible until version 4.0.1
in 4.1.0 the first paragraph "1 Variance Estimation Methods" is correctly numbered.
