I downloaded the file "manipulationsanreiz_p1.xls" from the above mentioned URL
and noticed that - when viewing wich OOo Calc - the text orientation of rotated
text is correct but the lines around the cells are not rotated too.

I had to format the cell with Alignment > Text orientation > Reference edge >
"Text extension from lower cell border" (option [German] "Textausdehnung nur
innerhalb der Zelle" was preselected - I don't know the English string). Then
with the new reference edge, the cells were looking like in the original file.

This is a general problem of importing XLS data with rotated text with cell
borders. I tested it with a new file - Calc imports it with the option [German]
"Textausdehnung nur innerhalb der Zelle".
With the other option "Text extension from lower cell border" the XLS data would
be looking right.
(MS Excel sets the vertical text orientation to "below"/"unten" per default. I
think this is the counterpart of "Text extension from lower cell border" in calc
if there are cell borders. - Setting the Calc option "vertical text alignment"
to "below"/"unten" doesn't resolve this issue.)

Confirming with 3.1 and m47 on WinXP - as on screenshot.

I encountered the same problem caused misery as I fixed all the rotated text &
saved.  When I next reopened had to do it all over again!

This is true of imported XLS files and newly created files saved as XLS.

Steps to replicate:
===================

 - Create new Calc spreadsheet
 - insert text into cell
 - Adjust cell format -> alignment
 - rotate text -> Set reference edge to "lower cell border" / bottom
 - Save file (test.odf) ODF format
 - close file & reopen (no problem)
 - Save as -->  test.xls  (MS Office format)
 - close file & reopen (text.xls) file
 - Test is misaligned (using cell center reference)

Sorry forgot to state, I'm using OpenOffice 3.1.0 (OOO310m11 build 9399) in
Linux / Fedora 11  (ver: 3.1.0-11.3.fc11)

Sample Document no longer available, so back to UNCONFIRMED for now.

We need an sampledocument.xls created with MSO97 or later and some hints concerning createion and issue related properties.

With current LibreOffice versions the formatting looks good. Seems to be fixed. I didn't test a new or other file.

Cannot reproduce the issue with AOO 4.1.1.
