The caption-object-relationship between an object (text frame, graphic, embedded
object or drawing object) and its caption text frame has to be provided at the
Accessibility-API via corresponding relations at the object (LABELED_BY
relation) and the caption text frame (LABEL_FOR relation).

@OD: when this will be implemented, please provide a description of the concrete
impact of the missing/implemented feature ("what does a speech tool (does not)
read(s)?" or "What shows an accessibility explorer like Accerciser" before and
after implementation).

Planning to implement this enhancement in OOo 3.3

mt: currently we don't have real captions in OOo. Insert caption is just a short
cut to insert a paragraph above/below a table or a graphic. Afterwards, nobody
can tell whether the objects have been inserted via insert/caption, or if the
user just added some text below a graphic.  

Also the sighted user can't tell that is was a caption, nor is the caption
information persistent in the file format.

=> OOo later, wait until we have a caption feature. Feature task for dependency
will follow.
