Does this happen only in OOo?
Which keyboard locale (hardware) do you have on your desk?
Which keyboard layouts are listed under "Start - Control Panel - Regional and
Language Options - Keyboards and Languages - Change keyboards"?

Submitter confirmed by e-mail that tweaking the keyboard settings made the
problem disappear.

I am seeing the exact same problem with both Writer and Calculator. I have an HP
laptop with Windows Vista purchased and used in Toronto Canada. The keyboard is
not Bilingual and the problem is only found in Open Office programs all other
programs work normally. It is resolved only after I restart the computer.

All language settings are in English(Canada. I Opened the Language settings
(tools-Options-language settings-Language) and set everything to English(canada)
and it seems fine for now.

This problem is probably related to the English(canada) setting or the bilingual
programing built into some Canadian computers. Please fix it in future models or
else I will have to learn how to type in French.
