I have already described this issue in detail at the community forum at:

Namely the issue is that when I use tab key to navigate through the form when
the screen scrolls to change position, the labels are not redrawn and disappear.
They also are not drawn if I export the file to PDF so I assume this is related. 

The problem occurs since OOo 3.1 and in both windows xp and ubuntu linux/linux
mint. Previous versions did not experience this issue.

The form prints fine (I am also using it for printing) wether the labels are
currently visible or not.

MRU->niksavel: the redraw-problem can be workarounded by using Ctrl-Shift-R
after the labels have disappeared.

MRU->OS: travel by using tab key through the form. When reaching the end of the
the form and the view jumps back to the first control, the labels of the form
are not repainted.

I can reload everything by just scrolling with mouse wheel...  everything
reloads at once...  but this is not really a general user friendly solution,
hence my reporting the issue here.

It has become quite a problem with regular users - I am using the form for
reporting medical findings and general medical personnel are not really the
bunch to use keyboard shortcuts to refresh screen etc...  :)

confirmed with OOO310m_17, Ubuntu 

Oo.o 3.0, Ubuntu does not exhibit the issue - adding keyword 'regression'

@niksavel - I have a workaround for this that works in 3.1. It does not require
your users to do anything, using a very simple macro. Since there is more then
one person on the forum reporting this I'll post the workaround there.

Also - regarding the pdf export problem this was known as

It is fixed in the current OOO310m_17 build and will ship with 3.1.1

Same Problem here with OpenOffice 3.10 und windows XP
It helps if you give focus to an other window. That part where some other window
is above the form shows the corresponding part of the labels.

Just thought I'd add an observation...  If I click ctrl+alt+r (which was
suggested as a workaround) rapidly, sometimes the labels are not redrawn
completely...  only one or two lines appear while the other disappear.  Happens
every now and than after approx. 4-5 rapid clicks on "r" while holding ctrl+alt.

Just thought it might help someone with knowledge of the inner workings :)

This issue does not occur in OOo version 3.2 and above.

Yes, can confirm this. OOo 3.1.1 shows this problem, 3.2.1 not anymore,
DEV300m100 also.
