Inconvenience - "Hyperlink" window is disappearing after pressing “Help†button. 
And appearing again if close "Help" window. 

This nonstandard behavior have to be changed.

I reproduce the described behavior with OOo 3.1.1 FR/US under Ubuntu 8.04 
Changed to defect : other dialogs, Options for example, do not work the same
way, they are still available when help window is open. 
There is a workaround, at least under Ubuntu/Gnome : after having open the
"Help" window, reduce then restore it. Now the "Hyperlink" dialog remains
available even if the "Help" window is visible.

Set version number to OOo 3.1.1 (OOO300_m19).
