OS:  windows  vista, home edition. 4GB RAM, 64 bit operating system.  Intel core
to duo processor.
OOo Version: 3.1

Steps to recreate the issue:
1.  Start impress.
2.  Select  the option “table†from the tool bar.
3. A window pops up asking to insert the number of rows  and columns .
4. A Table appears on the slide.
5. Now, select  the first row and click on the option “insert†on the tool bar.
6. Notice that a new row is inserted  as the second row, just below the first
row and not as the first row.

      Also tested this issue on windows xp.

	The very first row play a major role in updating datas, since it acts as a
‘header’. So would be very helpful  if the next version of open office includes
a solution for this.

Please try the next version. There the feature is already implemented. It works
via context menu as in Writer. http://download.openoffice.org/next/

Issue 61407 is about getting a shorter way to insert 'before'.

Feature will be available in version 3.2
