When I'm printing a page filled only on the top half, Calc fit it to the whole
page. Document was created in MS Excel and opened in Calc

Please look at the dialog page "Sheet" in the page style (menu Format > Page)
and there the setting "Scale".
And look at your document in "Page Break View" (menu View) whether the print
ranges are correct.
If this does not help, attach the document.

See attachment. When I'm printing this file, Calc fits content to the bottom
border of page. Print it from MS Excel 2003/2007 and compare results.

For a real comparison it is necessary to print on A5 and not on A4 to eliminate
fitments by the printer. Doing this I see, that OOo and Excel use different ways
to scale the document and position the print output. I don't know if either of
them does it right.
