A typo in the new code for dynamic default document language detection prevents
a proper detection of the asian default language on all systems where an asian
language is set as UI Language, User Language or (on Windows) Locale for
non-Unicode programs.

hint to qa:
take a windows system where an asian language is configured as e.g. the default
language for non-Unicode programs (Regional Settings, Advanced). You also could
take a system where the locale or UI language is an asian language, but I assume
that would be harder to handle. ;-)

Without the fix the default asian language in OOo was names "default" and in
fact didn't exist, now you should see the configured language.
