This behavior happens with Impress both under
  * OO3.1.1 under WinXP and
  * OO3.1.1 under Ubuntu 9.10 
    (the original .deb file from the OOo website installed)

Here is how to reproduce it:
* Create a new Impress document (just plain and empty)
* Use the menu "Insert" - "Page Number" to insert a footline
  (by the way: this is the wrong name for this action, isn't it??)
* insert some footline content, e.g. "footline" = yes, text =  ASDF
* finalize this dialog with the "do it for all slides" button
* result: nothing! you don't see any footline yet :(
 --> the footline only pops up, once you create a second slide, and then change
to this second slide.

This behavior doesn'r really harm anyone. But it definitly bothers me because it
makes the changing of footlines so much un-intuitive. So I decided to mention it
here and hope you will at some time grant me this tiny bit of a better user
experience on this issue.

I was able to replicate the bug following the indicated steps.

I also managed to reproduce a follow-up bug:
- Create a new empty presentation
- Insert a new slide (you should now have 2 slides)
- Insert a footnote (Insert->Page Number)
- Press "CTRL + Z" to undo the insertion of the footnote
The footnotes are removed instantly, only when you move away from the current
slide (opening another slide, for example).

As mentioned on the first post, this behavior doesn't represent any serious
danger for an overall document, but it might create some confusion for the end-user.

Attempted to reproduce the bug with Writer, but could not.

It does not seem to matter if the Impress document is new or existing, I was
able to reproduce it both ways by following the instructions.

If you already have multiple slides and you insert a footer or edit an existing
footer, the new footer will show when you switch slides.
