Environment:

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.1.4) Gecko/20091027
Fedora/3.5.4-1.fc11 Firefox/3.5.4

OpenOffice.org 3.1.1 OOO310m19(Build:9420)

Tools->Extension Manager is inoperative. Clicking on it produces nothing,
including no error messages.

On reason this happend in the past was that there was a OpenOffice.org user
installation (~/.openoffice.org3) which was create with a non-vanilla (the one
you can download from www.openoffice.org) version of OOo. That version created
data which is incompatible to the one used by vanilla OOo. This is the
berkeleydb data base files. 
What you can try is to  rename your existing user installation, run a vanilla
OOo which then creates a new user installation.

I forgot to mention, that the upcoming OOo 3.2 will use a more current
berkeleydb so that this incompatibility will not occur.
